User Story
| Through a TBD user interface, perhaps in part implicitly through CollectionObject Data entry, manage the reservation and recycling of identifiers (IDs) used to uniquely identify entities in the system.

Some possible scenarios:
- A user wishes to "check out" a block of identifiers for a specialized purpose, such as for use in a research project or a collecting expedition.
- A registrar wishes to prevent the introduction of "gaps" in identifier sequences, in part through re-use of available numbers earlier in the sequence.
